I think that a story is only conciderd a fairytale when it becomes famous and get written into the storybook of legends, I believe Ginger said so in "Kiss And Spell". I think that headmSter Grimm does not want people with no destiny at EAH because they might give other kids "bad ideas". The reason why Grimm wanted Cupid 2 go at EAH is bcz she had to make people in the same story fall in love w// eatch other (That plan did not go well) And you know Poppy's reason if you read Holly's diary... “Kiss & Spell” is not yet came in France, so I have not read it…
After, as you say, maybe the headmaster Grimm doesn’t want students without destinies/legacies at Ever After High. But I consider that it’s normal for children of other tales more or less known to also follow the path of their parents. And at Monster High there’s a lot of children whom I want have destinies/legacies (Whisp, Moucedes King, Posea Reef..) like at Ever After High.
*And yes I know why Poppy is at Ever After High, like I know why Darling is at Ever After High too, if Poppy & Darling have the right to attend classes for X reason related to their parents, I don’t see why this would not be possible for other cases.
